Prevention of Malpractices Code

1. SCOPE OF APPLICATION

The Federal Youth Sports Association (FYSA), a government-registered trust, is responsible for the operation and management of the Bihar Little Champions League (BLCL). This Prevention of Malpractices Code is implemented as part of BLCL's commitment to ensuring fairness and transparency in all aspects of the league.

The BLCL Managing Committee has issued and adopted this Prevention of Malpractices Code to eliminate the possibility of malpractices within the league. All participants, including players and team officials, are expected to adhere to this code to ensure the integrity of the league.

The BLCL Managing Committee has also constituted a Disciplinary Committee to oversee and adjudicate all cases, violations, and disputes under this code.

2. CONDUCT OF PARTICIPANTS

  • Participant Responsibility: All participants of the BLCL are automatically bound by and required to comply with all the provisions of this Prevention of Malpractices Code.
  • Consent for Information Use: All participants are deemed to have implicitly and explicitly consented to the collection, processing, disclosure, and use of their information, including personal information.
  • Familiarity with Code: It is the participant’s responsibility to familiarize themselves with all the provisions of this code and comply with its requirements.
  • Jurisdiction Submission: Participants will not bring any proceedings in any court or other forum that are inconsistent with the submissions to the jurisdiction of the BLCL Managing Committee or Disciplinary Committee.
  • Duration of Obligation: Each participant shall comply with this code during the entire duration of the BLCL.
  • Finality of Decisions: The decision of the BLCL Managing Committee or Disciplinary Committee shall be final and binding on all participants.
  • Unbecoming Conduct: No participant shall engage in conduct unbecoming to the game of cricket, whether on or off the field.
  • Compliance with Laws: Participants must comply with all applicable laws and regulations in India, at all times, in addition to this code.

3. OFFENCES UNDER THIS CODE

The following conduct, if committed by a participant at any time during, or in relation to, a match, on or off the field of play, shall amount to an offence under this code:

  • False Information: Providing false, misleading, or distorted information in the registration form or otherwise for registering or being a part of the BLCL.
  • Forged Documents: Providing forged, false, or doctored documents for registering or being a part of the BLCL.
  • Misleading Declarations: Giving any kind of false, untrue, or misleading declaration.
  • Influence Attempts: Attempting or encouraging to influence or undermine the registration or selection process, the conduct of the league, or the outcomes of matches.
  • Code of Conduct Breach: Failing to observe or breach of the BLCL Code of Conduct.
  • Insubordination: Ignoring, disregarding, or violating instructions given by BLCL officials.
  • Inside Information Misuse: Misuse or disclosure of inside information.
  • Soliciting Offences: Soliciting, inducing, or facilitating any participant to commit an offence.
  • Gifts and Benefits: Providing or receiving any gift or benefit in circumstances that might bring disrepute to the participant or the sport.
  • Non-Disclosure: Failing or refusing to disclose to the BLCL Committee details of any approaches to engage in conduct that would breach this code.
  • Investigation Non-Cooperation: Failing or refusing to cooperate with any investigation carried out by the BLCL Committee.
  • Attempted Offences: Any attempt by a participant to commit an offence under this code shall be treated as if the offence had been committed.
  • Complicity: A participant who assists, encourages, or is otherwise complicit in the acts of others shall be treated as having committed those acts themselves.

4. SANCTIONS

  • Imposition of Sanctions: The BLCL Managing Committee or Disciplinary Committee will impose appropriate sanctions on participants found to have committed an offence.
  • Suspension and Termination: The Committee shall consider the term for which a participant shall be suspended or whether to terminate their participation in the BLCL, based on the nature of the offence.
  • Finality of Sanctions: The decision of the BLCL Disciplinary Committee shall be final and binding on all stakeholders.

5. AMENDMENT AND INTERPRETATION

  • Amendments: The Prevention of Malpractices Code may be amended by the FYSA from time to time, with such amendments taking effect on the date specified.
  • Guidance of Headings: The headings used for the articles of this code are for guidance only and do not form part of the substance of the code.
  • Severability: If any article or provision of this code is held invalid or unenforceable, the remaining provisions shall continue in full force and effect.
