Missing Children Policy

1. SCOPE AND APPLICATION

The Federal Youth Sports Association (FYSA), a government-registered trust, is responsible for the operation and management of the Bihar Little Champions League (BLCL). This Missing Children Policy is implemented as part of BLCL's commitment to ensuring the safety and security of all participants within the premises.

2. CONDUCT OF OFFICIALS

All officials of BLCL are expected to adhere to the following rules as part of this Missing Children Policy:

  • Frequent Headcounts: Regularly count the number of children in their group to ensure no one is missing.
  • Group Departure Policy: No child may leave their group or the premises without informing the coach or other officials/volunteers/supervisors.
  • Peer Monitoring: Encourage children to inform officials if they notice someone missing from the group.
  • Activity Engagement: Ensure staff members remain attentive and do not lose track of participants, even during ongoing activities.
  • Prevent Idleness: Avoid long periods of inactivity for children, as this may lead to wandering away from the group.

3. PROTOCOL TO BE FOLLOWED

  • Initial Inquiry: Ask about the child's whereabouts before making any assumptions.
  • Inform Officials: Notify BLCL officials to initiate an official search within and around the premises.
  • Monitor Exits: Keep a close watch on all entry and exit points.
  • Search Operations: Conduct a thorough search of the immediate area and surrounding perimeter.
  • Authority Involvement: If the child is not found, file a complaint with the concerned authorities in consultation with the child’s guardian.
  • Suspicious Individuals: Report any person who seems out of place to the officials or staff immediately.

4. SAFETY STANDARDS

Throughout the BLCL Tournament and Selection camps, officials must ensure that all safety standards are met, including the presence of paramedics/doctors, security guards, trained coaches, and appropriate equipment/kits to prevent mishaps.

5. AMENDMENT & INTERPRETATION

  • Policy Amendments: The Missing Children Policy may be revised by the BLCL/FYSA, with changes taking effect on the specified date.
  • Guidance: Headings in this policy are for guidance only and do not form part of the substantive provisions.
  • Invalid Provisions: If any part of this policy is deemed invalid, the remaining provisions will continue to be enforceable.

6. CONTACT INFORMATION

If a child goes missing within or around the premises, a designated official will handle all communications related to the case, ensuring that no false information is circulated, which could harm BLCL's reputation.
